When will the Federal Government legalize marijuana?

The federal government has promised to legalize marijuana. As to when this will happen is anyone’s best guess.
Presently, marijuana producers are able to grow and sell marijuana to medical patients with a prescription, under the Access to Cannabis for Medical Purposes Regulations (ACMPR). Given the large market doors to be opened upon legalization, producers are positioning themselves in a position so that they can quickly meet market demand. This includes purchasing production facilities (even if dormant in the short term) and finding financing.
According to Marc Davis of the Huffington Post, the leaders of some of the largest cannabis producers in the country – including Bruce Linton of Canopy Growth, Denis Arsenault of Organigram, Terry Booth of Aurora Cannabis – are all predicting legalization in 2018, and are making investments and organizing capital accordingly.
Notably, Prime Minister Trudeau must give one-year notice to the Secretary-General of the United Nations in order to opt-out of certain drug control treaties, of which Canada is a party.
